• La Thaïlande se fixe l'objectif d'atteindre 10% en 2011 -soit 3246MW additionnels-d'électricité verte dans le mix énergétique, et 15% en 2022.
• Le gouvernement thailandais a rendu un avis favorable afin de bénéficier d'un pret de 300 Millions USD du « Clean Tech Fund » (géré par la Banque Mondiale et en partie financé par la France) notamment pour le développement des énergies renouvelables et des projets d'efficacité énergétique. Cette initiative illustre la volonté du gouvernement de déployer de nouveaux projets dans le domaine des énergies renouvelables.
• 19 projets MDP régis par le protocole de Kyoto ont été validés par l'UNFCC (United Nations Framework Convention on Climate Change) pour la Thailande, 34 projets ont été validé par l'AND (Autorité Nationale Désignée) thailandaise et 31 sont en cours de validation.
• Le Ministère de l'Energie a mis en place une grille tarifaire attractive pour le rachat de l'eìlectricité verte. Plusieurs sociétés européennes ont co-investi avec un partenaire thai?landais dans les domaines de l'éolien et du photovoltaique.
• Les acteurs français s'illustrent en Thailande dans les secteurs des centrales à partir de biomasse, de production de biogaz, et d'équipements de production d'éthanol.

• L’AFD a financé en 2007 une étude concluant que, en Thaïlande, un surcoût de 4,5% de la construction d’un nouveau batiment résidentiel de taille intermédiaire (7 étages) peut conduire à la réduction de 30% de la consommation énergétique, ce qui représente un retour sur investissement en 5 à 6 années. L’AFD s’intéresse par ailleurs aux possibilités de financement dans le domaine de l’efficacité énergétique des batiments.
• Depuis octobre 2008, Le Building Control Act impose l’approbation d’une étude d’impact environnemental préalable à toute nouvelle construction immobilière.
• Le secteur de la rénovation offre de réelles perspectives de débouchés. La municipalité de Bangkok a mis en œuvre le « Building Retrofit Program » soutenu par la Clinton Climate Initiative (fondation Clinton) et le Programme des Nations-Unies pour l’environnement (PNUE).
• Le marché du second œuvre bénéficie d’une croissance continue, avec la présence de nombreux industriels locaux et de sociétés de distribution de matériaux de construction implantées sur tout le territoire. Home Pro, l’un des leaders de la distribution de matériaux, prévoit une progression de ses ventes de 10% en 2009.

• La Mairie de Bangkok dispose d'un budget de 344 Mns THB (soit 7,6 Mns EUR) pour l'assainissement et de 1,1 Md THB (soit 24 Mns EUR) pour le traitement des déchets.
• L'AFD propose à la mairie de Bangkok (BMA) un appui technique et financier pour la mise en œuvre d'un plan climat à l'échelle municipale, avec des chantiers ciblés sur le traitement de l'eau et des déchets afin de réduire les rejets de méthane induits.
• Le ministère de l'Environnement a alloué l'an dernier 9 Mds THB (soit 80 Mns EUR) pour 34 projets de collectivités locales (traitement des eaux usées et gestion des ordures ménagères).
• Le renforcement des normes environnementales en Thailande, comme l'entrée en vigueur de la norme Euro IV en 2012, imposent la mai?trise d'un savoir-faire sur la mesure et le controle des polluants. Cet enjeu crée des opportunités nouvelles pour les technologies françaises.

• Doté de 45 Mds USD d'investissements sur 3 ans (17% du PIB, soit le plus important plan de relance en pourcentage du PIB en Asie), le plan de relance consacrera 17% de l'enveloppe aux transports urbains et ferroviaires, et 15% au réseau routier sur la période 2010-2012. Le gouvernement a décidé la réalisation d'ambitieux projets d'infrastructures de transports :
       - construction de 136 km de nouvelles lignes de métro à Bangkok, d'un budget de 6,5 Mds EUR, sur la période 2010-2015.
       - modernisation du réseau ferroviaire : doublement (832 km) et réhabilitation (813 km) de voies.
       - extension de l'aéroport international de Bangkok, d'un budget d'1,5 Md EUR, pour passer d'une capacité de 45 à 60 millions de passagers
• En outre, les autorités de la Région Métropolitaine de Bangkok (la région de Bangkok consomme à elle seule 42% des carburants du pays) financent également des projets de transports urbains et de régulation de trafic : automatisation de péages, début de construction d'un réseau BRT, observation et régulation du trafic routier, etc.
• La mise en œuvre de tous ces projets contribuera à l'amélioration de l'efficacité énergétique dans le secteur des transports ; qui totalise aujourd'hui 37% de l'énergie totale consommée en Thailande et 30% des émissions de CO2 du pays.
